I was going to return this and then my son took a look at it and he realized that at the bottom of the lower seat there is removable Velcrounder it and he put the washer and the screw through to the arms and it went together easily. It is not the Velcro on the top seat it is the Velcro underneath the lower seat that pulls back.Now that he put it together, I am keeping it and I love it. I would suggest that the maker puts clearer directions with it for us who are not used to putting things together. Love It.
