Bought two of the 2.5 length ones and they were perfect for my 5 and 7 year old nieces who came to visit me in SW Florida. I bought them to use specifically while snorkeling. They allowed my nieces to feel like they had a sense a freedom while giving us a better feeling of safety that they wouldn't be pulled too far away that we'd have difficulty getting to them in the event we needed to. When snorkeling, it can also be easy drift further away from the rest of your party because your head is down for longer periods of time. Now we can snorkel with them without as much worry that they'll drift/swim off further than what is safe.
