I returned several of the covers for not lighting only to finally discover the reason they failed to light. Yes, the led side needs to be on the same side as the ground side of the outlet. I knew that. What I didn't know is that the wires need to be connected on the same side (grounded side) of the outlet. If not the screws don't protrude far enough to make contact with the cover's contacts, and no light. This is not noted anywhere in the instructions. I rewired the outlet and the light came on.Electrically it doesn't matter which side of the outlet one connects the wires as the screws are bussed together. 20 years ago I originally wired them to the positive side because I mounted the receptacle with the ground up. I'm remodeling and decided to flip them. There has long been discussions among electricians on which way to mount them. Some say ground up, some say down. I heard it is standard in hospital work to wire them ground up. This is supposedly because if something is dropped on a cord partially unplugged it would hit the ground and not the hot leg causing a fault.
