masking tape, sometimes doesn't stick

Good solid masking tape (I just wanted 1 roll, but couldn't find that on amazon, so I got this 4 pack). I've stored them in different places and used/started 3 of the 4 rolls. The first few parts of tape, seem dry. I noticed I pulled off a yard trying to find some sticky parts, and it was like powdery on top of the tape.? I have a bit of doubt about the quality of this tape, is it old, dry, etc? But since it's priced low for 4 rolls, I just pull off a foot or so when I get to dry bit. usually find a good bit of tape most of the time.

Never can have enough Masking Tap around..... comes in so many use's.... wow'

Not Strong Enough: The strength of the USA-Made Brixwell Pro Grade Tan Masking Tape is not as strong as some other options available in the market. This can be problematic when working on heavy-duty projects that require a high level of adhesive strength
