it just does not fit my chihuahua …

According to the measurements given the harness should have fit properly.but it is very loose and he does not have no problem to move one foot under the harness and free himself backing up from the collar part.I kept it because the older harness he had was too to small for him.and going to the next size would be to big.My chihuahua weight is 9.60 has a long skinny body.
