28 inches was a bit too big for my 55-58 pound dog (shepherd/aussie - on the long side) but I made it work. Product is easily adjustable & covers pup’s belly. Good quality. Easy on & easy off. Fabric is fine. I needed this jacket solely to protect pup from rain since she has dense thick fur that absorbs water like a sponge. This particular jacket is unlined, but it’s heavier & more substantial than the cheap shiny raincoats that cost half the price but which easily rip, fit like crap, & made of fabric that doesn’t breath. The extra $15 for this is well worth it. But, because this model is unlined, it provides very minimal warmth, which is fine for my purpose, but the company also make a lined version of the same jacket, which would be better for dogs that get cold very easily &/or fall & winter.
